First, since they could not accept debit card payment, how was the reservation made?
Second, whenever I a make a Limo reservation other than foe same day pick-up, they always call to confirm the day before. Why would a car service attempt a pick-up for a reservation made in advance, without confirming? There are times that reservations are made weeks or even months in advance. It is only common sense that they confirm.
Third, the fact that they did not reimburse the pick-up charge and although no one was picked-up, they charged the return pick-up also, shows that this company is treacherous and runs their business on a "Scam" basis.
Lastly, car services run on a "clint retention" basis. That surely does not account for the Airport Limo of Tampa Bay does business.
