Civil Processing Bureaubirth certificate

Ordered and paid extra to expedite my son's birth certificate on Nov 17. On Nov 20 I received an email requesting me to sign the authorization letter which I did immediately and my ordered was confirmed as being processed. On Nov 25 I received another email stating that I cannot sign the authorization letter as my son is over the age of 19. My son was only 18 at the time of my order and authorization. He did not turn 19 until Nov 27. So on Nov 25 he would not have been legally able to sign the authorization. I should have received this birth certificate within 2 business days as promised on the expedite. Over a week later comes the email telling me my under-aged son needs to sign. Of course then I panicked because you have all my info and should know that he was only 18 at the time of the order. I cancelled my order right away, but I am still waiting for my refund. I should have done more research on your business. Big lesson learned on my part. I can't believe the way you operate. I have filed a complaint with BBB and I am furious about this whole situation. No returned calls from anyone despite several voice messages. Your emails mean absolutely nothing until I see my refund. This is absolutely ridiculous and nothing short of a scam. I will be sure to let everyone know not to do business with
