California Department of Motor Vehicles [CA DMV] - employee (supervisor)

My name is Gregory Merriweather and I'm a disabled veteran paid once monthly... my car registration was due by 26 March 2019... I get pd on the 1st of each month unless the 1st is on a weekend or holiday...in March 2019 I received my April 2019 check and rushed to the DMV to register may car... I was preparing to pay the registration and when I explained the young man assisting me that I was a disabled veteran who had to wait until I received my check to pay for it & asked if they could waive the late fees like i'd done in previous years... My March check was spent on rent & other bills and completely gone by the end of the month... I offered him my V A credentials but he told me just to complete a stmt on the paperwork he'd given me explaining why I was asking the DMV to waive my late fees.. I completed the stmt & he took it to his supervisor..*LaCynthia*... he came back & said she'd denied the request... I asked to speak with her... she came over with a terrible attitude as if she was angry with me about something (?)... I asked why the denial & explained my once monthly income & offered to show her my disabled vet credentials... she angrily stated she's seen where I've requested late fees be waived before... I explained that's was true & again explained I get pd once monthly but the DMV fees are due prior to my getting pd and the check I received at the beginning of the registration month is spent on rent & other bills... I asked her if she was having a problem with me personally since I always been advised its the branch managers discretion as to whether to allow the waiving or not... she angrily stated she can't just be waiving fees all the time because "she has to eat too"!... she took the paper to a back office and conferred with the branch mgr (2 mgrs...1 is *Ahja* & the other is *Jennifer*)... I'm not sure which she spoke with but came back stating she sees where I do this "all the time" (?) and they were going to allow it this time but she was going to flag me in their system so in the future I would not be allowed to have fees waived... as a disabled veteran I feel this behavior & decision making was totally inappropriate and don't think that because I ask for help with the late fees (which in this case was only 3 days) I shouldn't be punished or humiliated in front of other DMV patrons & employees... I would like to speak with someone concerning this matter... I called a couple of weeks ago to find out how to file a complaint & was told I'd receive a complaint form to complete & submit... yesterday I received a survey to complete... my address is 2323 Fairfield Ave apt 39...
