The GRANT is approved by SPRING already but he claimed that I can pay him the balance after receiving the grant over the WhatsApp & mentioned in the contract that balance can be made upon claiming the grant.

I dislike the idea that he said "I have proofs of claiming from SPRING successfully! With such a method ie He produces false information of full payment has been made & submitted???" Is that what he is trying to tell me? Isn't that Cheating???

I cannot stand such actions!! He knows the loopholes so well, who knows how many successful claims he has made? And how many has fallen into it?

He knows that the only way is to go through Civil Court, this is too costly for me and definitely not worth as the cost can be more than my Deposits made. Police can only claimed as breach of contract, MP can't help because it's a Private/Business issue, small claims is only if he turns up if not you will be advised to drop the case.

He proceed with claiming the grant from SPRING that I've made the full payment to him, however, with the receipt he provided is not good enough. The receipt has to be attached along with Cheque #/Bank Statement. I checked clearly with SPRING after months of pending. SPRING said insufficient documents, he should be honest to me in the first place. He can only produced 1st Payment because I only made that and no more.

Please be aware of these people, if they tell you that claiming ICV from SPRING can pay 50% Deposit first then the remaining balance can be paid after you received the grant.

It is impossible as I've checked with SPRING that full payment has to be made and Vendors are not allowed to submit the claim on your behalf.

Therefore if you can't produce the Full Payment information & SPRING will not release the funds. He claimed that the receipt he sent to me was enough to claim from SPRING, that's not the case as they required Cheque #/Bank Statement if via I-Banking.

Thankfully they did not make any false information, if not whatever I say will not be valid. If I were one of them, for goodness sake I could've claimed it myself, and I wouldn't submit the Police Report I made on them to SPRING that resulted in Rejection of Grant Claims.

Since SPRING mentioned that Vendor is not allowed to claim on your behalf, you may also see the WhatsApp message attached that he mentioned only after the grant rejected. "Grant refunds only if they handled the claim." Now he had blocked me from WhatsApp and refused to refund, which he did not honored what is stated in the contracts & what he claimed.

He mentioned that the contract was tallied by a Lawyer, and have proves of successfully claimed made from his other clients through court of law. If that's the case, why didn't I receive any letter from him "enforces me to make the full payment?", since his that confident.
