Looking at those signs, and being a native Philadelphian and a current resident, I am willing to bet the photo is grossly misleading. If you look at the top sign, you will see it is at an angle. It's probably on a street where there is a side street, which is where parking IS allowed, and the NO PARKING is for the primary street, where the sign post is located.
