WC Value Plus is a fraud!

We have been charged $16.95 on Aug.16th 2007 on our Credit Card. We have not authorized for this charge. First of all, who is this company? We have no knowledge of. This is a fraud. We are very frustrated about this because we can not get in touch with this company on the phone.
