I live in California, just started getting ISTA bills, did not at all last year.
Fishy invoice, failed email attempts to contact them, on hold forever, never getting customer service, all other payment options available on line and on automated phone response. fishy!

getting billed high rates every month now for 2 months. lived here about a year and did not get anything from ista before until the new year. people are telling me they get charged every 3 months, but ista is billing that same amount per month, it does not cost this much for water/sewage/trash service.

tenants being ripped off. wake up, check out your residence management, ask questions, expose the ridiculous middle man fees that are passed onto you. most are duped in calculating their rent expenses, more fees tacked on later unknowingly. if you travel and not home often, you still get hit with a large bill. socialistic water?

ISTA does the billing for my apartment in Northern Virginia - where I have lived for the past 18 months. I just got my first bill - for over $ 400... and it was marked past due. I have spent the week trying to get someone on the phone, finally after a lengthy wait I spoke with a customer service rep who informed me two pieces of mail were returned. Odd I thought since I returned at least 5 pieces of mail address to the previous tenant the first 6 months I lived there. Of course I never opened the mail but I recall the ISTA logo. I express my concern about anything marked "past due" when they have clearly never sent me a bill. The customer service rep also mentioned a service start date a month earlier than when I moved in - so I know the figure is not accurate. I asked for copies of each billing statement to be sent to me... and the customer service rep suggested i go to their web site where i could resolve this and get up to date on my payments immediately. HAHAHAHAHA. I suggest anyone having problems with ISTA blog their experience and any apartment units and or property management companies using them... ISTA INACCURATE BILLING POOR CUSTOMER SERVICE INFLATED PRICES. AVOID ISTA.

I live in Houston Tx, and the first month i moved I received a standard water bill card in my mailbox for $30, about the same as every other complex i have lived in. ISTA comes along now I'm being charged $80- $123 per month!!! I am a single man in a one bedroom apartment. My parents have a four bedroom home with a sprinkler system in the same city I live in and do not pay that much! Tried calling several times and get put on hold forever. I spoke to another apartment manager at a different complex and her exact words were "That is insane!" I WILL NEVER MOVE INTO A COMPLEX THAT USES ISTA EVER AGAIN!!!

i too and fellow tenants at my previous residence at 700 broadway in Seattle WA have wondered about inflated water bills and poor service from ISTA. I suspect some good investigation will provide a legitimate, significant, and well deserved class action lawsuit opportunity.

My apt complex in NY has ISTA bill for water and heat. They charge $33 per month for base heating plus what the heat is (which is based on the square footage of the apt). I'm in a 1 1/2 bedroom apt and I pay $63 per month for the balanced billing and I still owe $554. I applied for heating assistance and they paid $400 on my behalf and I still owe this money. I can't believe that they are allowed to charge this kind of money. I would have a house for the money I am spending at this apt complex!

I used to get regular normal water bills in the same apartment 6 months ago. I was getting around $35/month for water bills. Then in January I started getting $500/month water bills!!

No one is helping me resolve this!

ISTA isn't even sending any one over to change the radio transmitter than they use!

I used to be a tenant in the Dunes Apartments in Indian Harbour Beach, Fl and for 1 year and 5 months I was getting over 100 dollar water bill every month. I complained to ISTA multiple times, I never was able to get a supervisor on the phone and after hours being on hold they asked my for my call back so the supervisor could call me back. Until this day I have not receive any calls from them!

I ended breaking my lease about 1 month ago and I am awaiting for them to hit me up with pernalties. I know that there is a movement to talk to Channel 9 news about this issue. So if you are having the same issues, please talk to you neighbors someone should know about this.

I am having problems with Ista. I just moved out of my apartment complex. They sent me a bill before I moved out, so I paid it with a check. 2 days later, I then receive my apartment complex deposit and it said there that they took out money from my deposit to pay ista ...so ista was paid for. So I call up ista and ask them what I should do since I will have paid twice. She told me that I should put a stop on the check and that everything should be fine and no charge would be added. 2 weeks later I receive a bill from ista again, saying that my check had insufficient funds so now I have to pay my last bill again plus a 25 dollar fee. I call up ista on the phone, they said that only $25.00 dollar fee was due, for the non-cash able check. For a good 40 minutes we argued, then I talked to a supervisor named Tamara.
1. My check did have sufficient funds, I have statements from my bank to prove that I did have suffient funds.
2. The account was all paid for yet they still tried to cash my check. Why the heck would they do that, if the account was paid for, what's the point to cash my check?!
3. She could have taken off the charge if it was a mistake on the banks part. But she didn't want to take off the charge for their mistake! Even though it was the billing inquiries department that advised me to put a stop/check on the check!!! So this tells me that they don't even know their own rules. Unprofessional!!

Even though it's just a $25.00 dollar fee, it's the principal of the matter, this place does shady business, not to mention all the complaints about overcharging people in bills. I will NEVER set foot into a apartment complex that uses ISTA ever again. Never again.

I live in Orange County, CA. ISTA is falsifying billing statements for me and my neighbors, with amounts quadruple of what they normally are. I have made several calls over several months to remedy the problem, and nothing has been fixed. I am filing a complaint with the California Public Utilities Commission and the Better Business Bureau, and would encourage everyone to do the same. This does warrant a civil court claim, but I will not take it that far unless my current complaints do not correct the problem.

Ista estimates water usage by using past usage history, so even if you use less this month it will not mater. They have a business plan that revolves around acquiring new customers, locking them into a contract, and then neglecting to provide customer service. Also, they are like other large companies in that they charge late fees. The best bet is to go to the next community meeting or send your property manager a complaint and say you want a new submetering company. My friend did this at his complex and has no problems any more. There are companies out there that do not have late fees and only charge for the exact amount of water used. Check out Fewtek, for example. Hope this helps.

I live in Windward Place, Alpharetta GA in one of the apartments. I have ISTA for metering the water usage. The transmitter that is being used to read the meter was fixed recently about last week. I was outrageous by the seeing the water bill and their standard billing of 12400 gallons when we use on an average of about 2000-3000 gallons a month. After I received my first bill, I monitored the meter reading every day and the 30 day cumulative reading came about to 2400 gallons of water.

I called ISTA to tell this and to correct my amount to be paid. But ISTA rep ms.Kim refused to talk and said the meter may be at fault and ISTA would be billing a standard usage of water which is 12400 gallons for 5 people. (2 adults and 3 kids below 7 years).

I am going to take this to the Consumer affairs court and BBB and also hold Windward Place Apartments for this outrageous act on their behalf to not respond the consumer. I had reported this problem to the management of Windward place as soon as I got my first invoice from ISTA. THIS IS OUTRAGEOUS AND let us see what happens when I turn this out to COnsumer affairs court and BBB.

I have also had numerous bad experiences with ISTA. I truly believe their billing system is a scam. First off, they only give you less than 10 days from the day you receive the bill to pay. I sent checks to them as soon as I receive the bill, but magically they always seem to receive my checks AFTER the due date and charge me a late fee. After I complained to them, they blamed the USPS and suggested I use their online payment system. When I attempted to pay online they charge me a $2.90 fee everytime I pay them. Furthermore their payment system is not even "secured". You can tell because all secure websites ALWAYS use an https:// prefix. In conclusion, I believe they are making a concious effort to charge clients any extra fee they can. I don't know excatly how many customers they have, but if you do a quick math of $2.90 x 10, 000 customers, that's $29, 000 they gain just from that! They are charging their customers even though we are facilitating their job.

Hi, I moved out from Valencia at Doral, and sure enough, after we had just paid an outrageous amount of money on ISTA they said we owed over $300 and that they will deduct it from my deposit...! is that even legal??

If someone is going through the same situation, please contact me, I would really like to submit a legal complaint to the Management Office and to ISTA since they are just scamming people equally. azulitablue27@yahoo.com

Ista is a billing company that takes a water bill from the real water company or utilty co for properties that dont have individual meters for each apartment, so if you have nieghbors that have 10 people living in there apt using the utilities and you only have one person the entire bill gets divided among all the apartments regardless. your property manager will tell you that it is based on occupancy of each person on the lease, this is bs since they probably dont know how many people really live there. I know this because i used to live and work at an irvine property and ista was the billing co for them, the real water company was irvine ranch water district.

I've always paid the DWP, until I moved into this apt complex and they use ISTA. I live in a smaill 1 bdrm. 1 bath. I don't use a dishwaher and take a shower every couple days. My first bill from ISTA said I used 2710 gal. of water in a month. the second one said I used 2321 gal. and this month since 5-24 thru 5-21a.m. I have used 620 gal. of water. Another funny thing, 2 people have been served 3 day notices for not paying their water bill. Why is ISTA telling management of failure to pay. Of course that's a whole other area of illegalities gonna on here. I live in CA. There is something very funny goning on w/ISTA. What can I do? Who can I report this too?

I live in south Florida, and I am having the same problems with ista that most are mentioning here. They are overcharging me, falsifying statements, and telling my apartment complex that I'm past due, even though i submit payment immediately. I can't get anyone from there on the phone, and when i asked my property manager about them, she said "Oh, yeah. They're a nightmare!" but of course she couldn't do anything about it for me... I want to do something horrible to this company, but i'll settle for suing them or seeing them go out of business. Does anyone know who i could report this too, or of any class action lawsuits already going on? Please contact me if you have any info at psyloman85@yahoo.com. This company is un-American and needs to be shut down!

I live in Highcrest Townhomes in Woodridge IL and have been receiving a bill from these ripoffs that keeps going up each month. I was told that the bill depends on the number of occupants, but after my 18 year old daughter moved out, my bill continued to go up each month. I complained to management who informed me that it was Ista's error so I call them and was told that they still had my daughter on the bill for 5 months even though the Highcrest Townhome Complex took her off. I was told that someone would call me back and that I would receive a credit but when I spoke with the person who called me back, she stated that the bill was correct even though my daughter was still listed and that it was a system error. So in other words, three tenants actually means four tenants. They stated that I would not receive a credit for the over billing because the bill was correct. I work out at the gym and shower there most of the time and my kids are 2 and 5 so they hardly use any water. I am too busy to cook and use the laudromat to wash most of the time. I explained all this to them and they blamed it on my neighbors and said that I needed to report to manangement that some of the neighbors have more tenants living in the unit than on the lease.
This company is a ripoff and are liars and need to be shut down. I will sue in any class action suite and Amco need to find another billing company.

I don't know why everyone on here is being charged so much but I just moved to Kennewick, WA from Oregon a few months ago and everything is more expnsive up here than in Oregon but the water bill I think has been super cheap. My water bill for a bed bath apartment has been no more then $30 and usually $25.00 for the month and that's it. So I don't know if it depends on where you live or not.
