Contact the Federal Trade Commission. Also you could send a Cease and Desist letter (google that too) to I.C. Systems - National Do-Not-Call lists won't help when it comes to collectors. Collectors are to abide by the Fair Debt Collections Practices Act. Google the information. It'll help. I did. I found a lot of information on all of it. Here's one website I found that explains about creditors. http://www.yourdollarsense.com/FINANCIAL_LIBRARY.htm

Those of you who have been getting tons of calls, make sure you document when they call and any information. Its almost better not to do the Cease and Desist letter ifyou can help it just so you can document everything including the conversations. Even if you document without recording, as long as you constantly tell them repeatedly that you are not the person they are looking for, or if you do tell them to stop calling, they have to. So document EVERYTHING you do or say!!

You can always sue them later for violation of the FDCPA and harassment once you get a week or twos worth of information, send it to the Federal Trade Commission to lodge a formal complaint, then consult also with an attorney (many will give you free consultations).
