Overcharge, have two insurances!

When made the appointment, they said that they will take my secondary insurance, the day of the appointment refused and I was not able to wait for another provider, paid $5040 for the procedure, can't get any money back from the billing department. By contract with Blue Cross allowance was $1208, my responsibility is only $208.oo. According tom Blue Cross they have to give me back $4040.00 but medical facility refused. They said they do not have to go through the secondary by there policy but do not want to show the policy.
