Failure to deliver magazines

I'm from Japan, and have been into huge trouble with this company called MagazineCity for almost a year. This company have Japanese advertisement on internet and I placed an order for US Cosmopolitan and US Weekly for a year on August 2007. The total amount of $238 are taken immediately through credit card. After months I have never received any of them, I started sending e-mails which never returned. Around January, I started call them on telephone which is NOT free for international customer. They let me waited for 10 -20 min. each time, and always said "it's proceeding. it'll be there soon"
Around February( it means I waited for 5 months), I started posting this kind of complaints on internet.
I found at least two Japanese on Yahoo! forum who have having same trouble. I also post complaints on public forum like here on US, too. At the same time around the middle of Feb, finally the magazine started arriving. You know, I had to wait SIX month for delivery. From US to Japan, mailing system is very established that you receive my letter just in 7-10 days. But you have to wait for this kind of service 6 months?
But another trouble began together. US Weekly always delivered with my address spelt mistaken. I send e-mails and telephone to try to correct it. They Never did. From May( a couple months ago), the deliver of US Weekly has stopped. I try to contact with Magazine City in both e-mail and telephone.
E-mails which never returned. Expensive telephone which never been picked (they cut it off after 7 min.) I wasted huge money, time, huge cost of telephone call.
This company is doing a fraud or what? I want to appeal my horrible experience with them...
