Water found in cylender

Dear Sir,
We booked the Order for Gas cylinder through Order No. 2248 on 09/02/08 and got the Gas cylinder on same day But it finished on 16/02/08 i.e very soon then expeted time. We check that there is no gas in Cylinder . But Cylinder is filled with the water.
