Cheating at the pump

This gas station is cheating on gas by calibrating the pumps to deliver less gas per gallon than what the pump says. I have noticed this many times and today I was convinced when the pump registered 15.17 gallons filled in my gas which has the capacity of only 14.5 gallons. My car gas tank was not even close to empty. I could drive another 40-5o miles on the remaining gas.
Who can I complain to get this investigated and the cheaters be brought to justice.
