Immediately, both call and send certified mail (so they have to sign and send verification that they received it) letters to PayPal and your credit card company informing them that you are the victim of identity theft and fraud. Also, immediately file a police report and ask for a copy of the report to keep in your own records. Then send copies to the three credit bureaus, (and make sure you get delivery verification). Also, go online and get your free credit bureau reports (NOT through free credit report.com!, but through the actual bureau sites themselves) t make sure nothing else has been done in your name. While online, and in your letters to the credit bureaus, tell them you want an ID theft alert on your credit reports now.

After you've done those things, send a copy of your police report PayPal and tell them again that you've been a victim of ID theft on their service and you want it removed and your credit card reimbursed. If they do not cooperate, put together a packet of all of your correspondence paper trail and police report and send it with a letter to your legislators asking them to help you. PayPal has time limit requirements for responding to your letter so hold them to it.

Good luck.
