charged on moms phone bill

On my moms phone bill this month, charge from OAN Services, Inc. of $14.95. I called my phone company, she said call the company ( she she thought it was to due with 411 calls) She gave me credit on the bill. I called OAN Services, Inc. first person, Jennifer, put me on hold and the I got disconnected. I called back and the gentleman told me it was to do with 411. He asked me if I had heard of a couple of names and I said no. My mom lives in a nursing home, she doesn't even make any calls, the family calls in to her. He said he could tell there had been a mistake and that she would have two more billing periods of this amount on her phone bill, but; after that, she would get credit back on her phone bill. And, he told me he would put a block on her phone number, so no one else would call her from their company to sell something. There should be a way to stop this company OAN Services, Inc.
