My husband had a credit card that was past due. After he passed away, I was attempting to resolve all of his and my outstanding debts. When I called the credit card bank, I was told that this account was already placed into collections with IC Systems and they gave me their phone number to call. My first contact with ICS went very smoothly. I talked to an account manager named Jeff and he gave me a settlement amount to pay which was a around a hundred dollars less than the outstanding balance. I had not received a notice in the mail yet from IC systems, so I sent the payment directly to the credit card company. I called IC Systems back and they confirmed that the payment had been received and the balance was paid in full. I asked for a confirmation letter, and they agreed to send one.

A few days later, I received the first "bill" from IC Systems. It was for the full amount. I called them back and was told that there was no documentation of any settlement on this account. That I had made the payment to the credit card company, so therefore I MUST have made the settlement with them. She was very rude and kept talking over me, threatening to hang up on me, etc. She said I would have to fax a letter from the credit card company saying THEY accepted the settlement agreement amount.

I looked again at my notes from the first phone call and noticed that I had indeed called IC Systems for the settlement. When I made first contact with the credit card company, they told me that they had turned this over for collection and gave me their number to call to make arrangements.

I called IC Systems back again, they still refuse to acknowledge that I paid the settlement amount, said there was NEVER a settlement amount.

I called IC Systems again the next day, and the Account Manager happened to answer the phone, and he VERIFIED to me over the phone that yes, he saw that it was a settlement, and yes it was paid in full. When I asked for a letter of verification he put me on hold.

Then the collection manager picked up I told Megan that I had been talking with Jeff and she denied that Jeff EVER told me those things on the phone. It is just a headache and a run around and they lie to your face and it is so frustrating!

Send them a letter telling them you want debt VALIDATION (not verification but validation). Here is an example.

This letter is being sent to you in response to a notice sent to me on September 30, 2002). Be advised that this is not a refusal to pay, but a notice sent pursuant to the Fair Debt Collection Practices Act, 15 USC 1692g Sec. 809 (b) that your claim is disputed and validation is requested.

This is NOT a request for “verification” or proof of my mailing address, but a request for VALIDATION made pursuant to the above named Title and Section. I respectfully request that your offices provide me with competent evidence that I have any legal obligation to pay you.

Please provide me with the following:


What the money you say I owe is for;
Explain and show me how you calculated what you say I owe;
Provide me with copies of any papers that show I agreed to pay what you say I owe;
Provide a verification or copy of any judgment if applicable;
Identify the original creditor;
Prove the Statute of Limitations has not expired on this account
Show me that you are licensed to collect in my state
Provide me with your license numbers and Registered Agent

At this time I will also inform you that if your offices have reported invalidated information to any of the 3 major Credit Bureau’s (Equifax, Experian or TransUnion) this action might constitute fraud under both Federal and State Laws. Due to this fact, if any negative mark is found on any of my credit reports by your company or the company that you represent I will not hesitate in bringing legal action against you for the following:

Violation of the Fair Credit Reporting Act
Violation of the Fair Debt Collection Practices Act
Defamation of Character
If your offices are able to provide the proper documentation as requested in the following Declaration, I will require at least 30 days to investigate this information and during such time all collection activity must cease and desist.

Also during this validation period, if any action is taken which could be considered detrimental to any of my credit reports, I will consult with my legal counsel for suit. This includes any listing any information to a credit reporting repository that could be inaccurate or invalidated or verifying an account as accurate when in fact there is no provided proof that it is.

If your offices fail to respond to this validation request within 30 days from the date of your receipt, all references to this account must be deleted and completely removed from my credit file and a copy of such deletion request shall be sent to me immediately.

I would also like to request, in writing, that no telephone contact be made by your offices to my home or to my place of employment. If your offices attempt telephone communication with me, including but not limited to computer generated calls and calls or correspondence sent to or with any third parties, it will be considered harassment and I will have no choice but to file suit. All future communications with me MUST be done in writing and sent to the address noted in this letter by USPS.

It would be advisable that you assure that your records are in order before I am forced to take legal action. This is an attempt to correct your records, any information obtained shall be used for that purpose.

I totally agree. These idiots called my house too many times per day to count. They would start early in the morning and continue until late at night. Then, they would hang up when you would answer the phone. My husband finally spoke to someone and they were extremely rude. Turns out they were looking for someone else with the same name, but different middle intitial as my husband. Wasn't until he cursed them out and threatened them not to call again that they finally left us alone!!!

I. C. Systems is what shows up on our caller ID. There may be
anywhere from 4-7 calls per day. They never left a message.
Quite a few times, we were home to answer the call, and there
was no response. One time, somebody actually was there and
she asked if I was (my husband's name). I told her that he
was not home. She asked if I was a spouse. I told her I was.
She asked if we lived at: _______________ . I told her we
had moved from that address. She gave us the name of a
company they had been contracted by to collect a bill that
was in arrears and had to be paid. I never heard of the company
so asked who they were and what type of services they provide.
(I think that is reasonable, don't you?) She gave me the name
of the company and told me it was for tax consulting. We
never called anybody for tax consulting and I told her this.
I also told her we had never heard of this company anyway.
I asked when we supposedly incurred this debt. She gave
me a date that we did not even live at the address she had
on record...in fact we had moved from there more than 6
months prior to the supposed 'tax consultation' that she
said took place nowhere near tax time anyway. (We know
our accountant's name and company, so why would we have
consulted anybody but him anyway?) I told her we could
not possibly owe this money to a company we never heard
of, for a debt we never incurred, and especially at an address
we'd left more than 6 months prior to when they claimed
we incurred. She ignored all of it, and said we MUST pay
this and wanted to know if I was going to use my credit or
debit card to pay this debt now over the phone. I told her
there was no way I was going to give her any credit card
or debit card numbers for a something that we didn't owe
anyone in the first place...and even if we had owed it, we
would pay who we know we owed...not her. She began to
threaten me that they report payment refusals each week
on Saturdays (of course we were talking on a Friday) and
that if I don't agree to pay it 'today' over the phone, we
will be reported and our credit rating will be affected. She
said they will report it every Saturday thereafter until
we finally pay this 'delinquent debt'.

I finally hung up on her. After that, they tried quite a
few times to reach us again. We answered two more times...
once, they called us by the wrong last name in the middle
of the conversation, and the other time it was an entirely
different company we supposedly owed money to. I don't
remember how we managed to get them to stop calling...
it was probably when I told them that it isn't us who will
be reported, but them...and that I had already done it.

Then I found this complaint board online, which makes
me wonder if even this isn't something those people started
so they can follow what those who complain say. After
finding this group, I looked up the company she said we
owed and where she said they were from and the type of
business she said they were. I contacted one that fit the
description and they checked their records over and over
and said they have no record of us or I C Systems. I told
them that maybe they should look into I C Systems too,
because it is not making them look very good. This company
sounded grateful and even sent me something later with
the same concern and sentiment.

It was after all of this and in ordinary conversations, that
we discovered others in our area were being bothered on
the phone by the same thing...I C Systems. According
to this group, they have been doing this for years. I have
reported them to our Attorney General's office of our state,
and just received a reply letter with some questions. If
we are to stop I C Systems, I recommend everyone do this
and include any information you might have. Save it
all, because when I didn't think I was going to have to
deal with this anymore, I threw out the phone number
that was on our caller ID. (I believe I did give it to the
Attorney General in my original complaint, though).

Oh...I called that number quite a few times to find out
who would answer...finally somebody did and it sounded
like a private party...not a legitimate business for bill
collection (although we've never even had a bill collector
call us, I would think one would answer in a more
responsible way?)

PLEASE! Don't just complain here...find your Attorney
General Office online for your state and make a formal
complaint, using any information you have. I truly
believe that they are targeting all kinds of people...those
who really do owe money somewhere, and those who
don't...and they are trying to get your card numbers.
There is no reason why anybody should pay the bill
collector directly over the phone with a credit card.

Just got a letter from IC Systems saying I owe $27.20 from eBay dating back to Feb 2008. They said they could take a check over the phone or credit card. When I told them I would mail a money order, they advised I pay it through eBay.

Well, I contacted eBay today and they said my account is $0.

My name is common and all sorts of other people's jusgements and liens come up, so I get alot of calls from creditors looking for someone other than me.

But just think if I had sent in to $27.20 and if 100 people sent in "their past due balances"...great money making scheme!

DON'T SEND ANYTHING TO THEM UNTIL YOU VERIFY THE DEBT IS YOURS BY CONTACTING YOUR COMPANY DIRECTLY.

I was harassed by IC systems for several months, they called three to five times a day, call me names, telling me to sell my furniture and TV to pay them. They asked how I pay my bills, where I work and how much money I make. I told them I am on TDI and unable to make payment. They continued to I hired counsel to sue them for harassment.

If anyone would like further information, please email me and I let you know what I know and hopefully help you, as someone helped me get them off my back.

Okay people, Heres the final trick, Im just a young redneck with a lot of time and high speed internet at home. I have studied the front and back of the FDCPA and the FCRA. When you recive a letter from I.C. systems, they are in fact a bottom feeder agency that does not keep good records at all. Just send them a VOD letter certified, when they do not send anything back within 30 days, then send one more and add that you intend to sue them if there is no proof of this debt and it is not removed from your credit report(s) within 30 days, Then when they do not send a letter back, File a complaint with your local court for $1000. Make sure you have all the certified letter slips and copies of the letters sent, but be sure in your letter do not completey cesit and desist, Just tell them to Cease all contact over the phone, and to keep it usps to keep a paper trail, youll be suprised what you can get accomplished with having your ducks in a row. These laws are made to protect consumers. But however I am not a fan of people using this method of just trying to get rid of creditors that they acutally owe money to and have th emoney to pay for it, but won't. I even seen time and time again how the credit bureaus even getting sued over the same deal. Good Luck

WOW! This is crazy. I just was trying to contact the, Minnasota Dept. of Proffessional Regulations, and I run into this. First of all, this company is not listed in their own state. NO LICENSE! No license, No problem. At this point I honestly have to believe this is a very well thought out scam. The only real problem I have with it is I can't reach out and touch somebody. Which, of course is kinda ironic since my collection is regarding a $34.00 phone bill that they say I didn't pay. Which, of course is not accurate. So folks what I'm saying is, F-em. I haven't received the phone calls yet, just got the letter today, but I sure am looking forward to them. Prepare yourself with an Air Horn. Life is Soooooo Gooooood!

Good Luck Everyone. I wouldn't take this shit serious. I'm not. We all have so much more to be concerned with. If you know you owe it, pay it. If you know you don't, blow it off.

You are all pathetic and bored. Take all that knowledge for the FDCPA and use it to do something constructive, besides becoming even more of a professional debtor than you already are. If it is a wrong number quit answering the phone, rather than trying to manipulate the system to make a buck.

If they have the wrong person, and they are asking you to pay the bil, they arent trying to scam, they simply skip-traced the account and found the incorrect person. Why would you insist on mailing a payment without documentation anyway! If they do have the wrong person, then verify the address, if incorrect and they keep calling dont answer the phone.

Too bad that you all have nothing else to do. At least if these people ar rude they arent in the customer service buisness, I have had plenty of people be rude to me that do work customer service, and there clients owe them nothing!

I don't owe anyone anything. I keep my credit history meticulously clean and all debts paid in full. So I was quite surprised to get a billing from I.C. Systems this afternoon [5/31/08] in the amount of $245.50 on behalf of "AT &T (formerly BellSouth)". Since I have never used AT & T/BellSouth, I was particularly perplexed with this bill.

After checking my credit history (twice in the past 6 months) and reviewing past records of my own, there must be an error on the account of I.C. Systems. I tried contacting them, but no one answered my numerous attempts. My primary intuition is that this is a scam, despite their neat website that states they've been doing this "since 1938."

Since I have an attorney on retainer, I hope to have this resolved shortly. Hmm, although, this has cost me time and resources already... time to do the American thing and threaten to sue.

I too get phone calls from this number, but my ID says it is a wireless caller. I also get calsl from their 800 # probablt 5-6 times a day. Never recieved anything in the mail about this so don't even know who I would owe the debt to. One thing I do know, is to never send money as a "settlement" until you receive a US MAIL settlement offer. if they calim there was no offer or later come back you have both proof of the offer and it could be argued as mail fraud which is a federal offense.

These people call my house 8-12 times a day! yes i do owe money for a credit card i refuse to pay but the way they go about getting their money back isnt the best way, they will harass you, make threats, these people are crazy! I laughed in their face because they can not talk to people that way. I plan on writting them and filing some sort of complaint and possibly filing a law suit for harassment and verbal abuse.

I thought what these people do to us was illegal. First of all yes my first contact with them was a bad one so that sent me on the bad path to start with. Then they were calling my house and my cell phone over 7x's and hour. I thought that was illegal. Second when i figured out their phone number I tried to just ignore the calls. And they started calling from a second phone number right after the first call. Way to feel trapped by your phone. The first lady I spoke with actually started yelling at me about my debt. I hung up on her. I had lost my job and had just started a new one was behind on several items and was trying to figure it all out. She then called me right back lecturing me on how "hanging up on her isn't going to make the debt go away". wow I suddenly thought my mom was on the other end of the phone. I then hung up again extremely frustrated. I called back in and got another gentalmen who did defuse the situation. And was able to talk me through what was going on. and said he had documented everthing. He was going to research somthing and call me back (NEVER GOT PHONE CALL). then i started getting the phone calls again. I answered the one and spoke with the lady who again wouldnt let me speak till she had her "speal" done and i finally got her out of machine mode. and she was like oh i never saw any notes of the last call. And I explained the whole situation to her. AGAIN...and she finally after 30 min on the phone found the notes. I agreed to pay a portion at that point just to stop the calls for a bit.

THis is rediculous that a company can get away with telephone harassment like this...

I HAVE BEEN RECIEVING CALLS FROM THIS COMPANY BUT THEY WONT TALK TO ME. THEY ASK FOR MY SON WHICH IS 16 YEARS OLD. SOMEHOW THERE IS A CREDIT CARD FRO WAMU THAT WAS TAKEN OUT IN HIS NAME AND HAS A BALANCE OF 1400.00. IT WAS TAKEN OUT WHEN HE WAS 15YEARS OLD. MY SON IS TOO YOUNG TO HAVE A CRDIT CARD. HE IS WANTING TO FINISH SCHOOL AND GO OFF TO COLLEGE. THIS IS REALLY MESSED HIS CREDIT UP. I RAN HIS CREDIT REPORT AND IT WONT GIVE A REPORT BECAUSE HE IS UNDER 18YEARS OF AGE. I PUT IN HIS DATE OF BIRTH WITH THE YEAR BEING DIFFERENT AND THERE IS THIS CREDIT CARD AND SEVERAL INQUIRIES ON HIS REPORT THEN, BUT BOTH REPORTS ARE USING THE SAME SS#. i DONT KNOW WHETHER TO DEAL WITH THIS COMPANY AND TRY TO PAY THIS DEBT OR JUST IGNORE IT. I DON'T LIKE PAYING FOR SOMETHING THAT IS NOT MINE.
